To All Affiliates of NLC Dear Comrade Nigerian Workers and their Civil Society Allies Calls for Halting Illicit Financial Flows from Africa: A National March on Wednesday 12th October, 2016 I convey to you the warm compliments of the leadership of the Nigeria Labour Congress and wish to inform you about the subject matter. The African Union in its 2015 adopted report conducted in partnership with the United Nations economic Commission for Africa (UNECA), noted that a conservative figure of $50 Billion leaves Africa annually from Illicit Financial Flows (IFF) activities. The report was conducted by the African Union’s High Level Panel chaired by former South African President, Mr. Thambo Mbeki. The report further showed that Nigeria is one of the most affected countries of financial leakages from Illicit Financial Flows activities. The IFF activities include tax dodging, tax avoidances and Tax evasion, as well the creation, patronage and utilization of tax havens to hide profits and stolen assets. The revelation from the Panama Paper leaks is another point in reference. Furthermore, as part of the efforts to achieve the effective implementation of the recommendations of the “Mbeki Panel Report on Illicit Financial Flows from Africa”, UNECA will be organizing a continental conference on the same issue from the 11th and 12th October, 2016 here in Abuja, Nigeria. To this end, the Nigeria Labour Congress (NLC) together with her national and African civil society allies wish to inform you that they will be staging a rally to call on the Nigerian government to pursue the timely, genuine and effective implementation of the AU-UNECA report on IFF. Given the economic times we are facing now as a nation and people, we are convinced that this is one of the options we must meticulously and steadfastly pursue as part of efforts to re-engineer and re-orientate our economy. For us, tax justice, which means that everyone must pay his or her fair share of taxes, is one struggle we are committed to. This is because we know that an effective and vibrant tax administration system will help ensure the mobilization of resources necessary for financing social spending and paying of salaries that contribute to poverty alleviation and economic renewal. The rally will be staged on the Wednesday 12 October, 2016. It will start at 09:00 from the Abuja Unity Fountain. The rally convoy will move from Unity Fountain to the Federal Ministry of Finance, Abuja. All affiliates unions of the NLC are hereby directed to mobilize at least 200 workers/members of their union for this all important rally.
